Camera bag counted as a carry-on?

On the Sunwing site it reads as follows:

"Items permitted but not considered part of the carry-on baggage allowance include camera, coats, purses, urns containing human remains, strollers, child restraint systems, canes, crutches, walkers, containers carrying life sustaining items and other similar items. "

Now when it says “camera” does that mean that your camera bag is not counted as a carry on? I have a camera bag that is like a small backpack - the camera part in the bottom and the top there is room to put a water bottle or another lens. Was wondering if this is counted as my carry-on or not.

Just trying to do a little prepacking so that I can fit the school supplies I’m bringing into the 2nd suitcase allowance.

The camera doesn’t count as a carryon item, but the bag unfortunately does…
